Peace Secretariat deputy chief gunned down at Dehiwala residence

Deputy Secretary General of the government Peace Secretariat Kethesh Loganathan was shot dead by suspected LTTE assassins in Colombo last night (12th of August 2006)

Mr. Loganathan was at his residence at Vandervert Place in Dehiwela when two gunmen rang the bell and shot him in the head when he came out into the garden to answer it, police officials said. The victim had also taken shots to his chest and left arm. The assassins had taken five shots although only three had met their mark.

The shooting took place at 9 p.m. yesterday and Loganathan succumbed to his injuries on the way to the Kalubowila hospital. The gunmen had arrived at Loganathan’s residence in a van and spoken in both Sinhala and Tamil according to police sources.

According to OIC Tissera of the Kohuwela Police, the two assassins had announced that they were from the CID, prompting the victim to come out into the garden to open the gate even though it was late at night. With barely 10 feet between the door and gate of Loganathan’s home, the shots had been taken at close range, police officials said. The slain official’s family was also at home at the time of the shooting, but military officials said that no other injuries had been reported.

Government Peace Secretariat Chief Dr. Palitha Kohona who was at the Kalubowila hospital last night, told media personnel that Mr. Loganathan had been offered security by the government but had refused it.
“He was an innocent man who paid with his life for having disagreed with the LTTE,” an emotional Dr. Kohona said last night. Asked if peace making had now become a risky job, Dr. Kohona answered that if the risk was not taken there would not be any peace either.

Mr. Loganathan who was formerly a member of the EPRLF, assumed duties at the Secretariat for Coordinating the Peace Process in April this year. He also served on the board of directors at the Centre for Policy Alternatives previously. Before resigning from the EPRLF in 1995, Loganathan participated in several negotiation processes to resolve the ethnic conflict, including the Thimpu talks of 1985.

Colombo, 14 August: President Mahinda Rajapakse, Government and the Sri Lanka Monitoring Mission have condemned the brutal assassination of Ketheswaran Loganathan (54), Deputy Secretary General of the Peace Secretariat on 12 August at his residence in Colombo.Ketheswaran Loganathan: “There are no words strong enough to condemn this viscous and cold blooded murder of yet another statesman living for peace,” Sri Lanka Monitoring Mission said.

Sri Lanka’s President condemned the killing, and pointed out "LTTE's continued trend of killing Tamil intellectuals should be brought to the attention of the international community". He expressed his grave concern over the killing of Sri Lanka's Peace Secretariat Deputy Ketheswaran Loganathan

A Government statement said "The government of Sri Lanka unreservedly condemns this brutal assassination of Ketheshwaran Loganathan, DSG of SCOPP and expresses its condolences to his wife Bhavani."

"There are no words strong enough to condemn this viscous and cold blooded murder of yet another statesman living for peace," Sri Lanka Monitoring Mission said.

SLMM statement added "After having worked with Katesh Loganathan, and last time met him on Friday 11 August 2006, the message of his death came as a shock, not only for SLMM, but also for all people longing for peace. Taking part in his experiences, his well founded arguments and his professionalism has been a pleasure for all people who got to work with him."

National Media Centre accused the Tamil Tigers for the killing of Kethewaran and declared "Tigers 'Honor' Kadirgamar: Assassinates another Tamil Intellectual."

"The LTTE had deliberately chosen the first death anniversary date of the late Lakshman Kadirgamar to assassinate yet another Tamil political rival," National Media Centre release revealed.

Peace Secretariat Chief Dr Palitha Kohona described the murder of his Deputy as a barbaric act. He said that "political dissent is insufferable to these people."

Asked about the personal loss of his Deputy, Mr Kohona said "I'm looking at him right now."

According to a police report, "A group of men in a white colored van shot at Mr. Loganathan as he came out of his Vandervet Place home in Dehiwela at 9.30 pm. last night (12 August)."

Given below is the full text of the Press release by the Government of Sri Lanka on the killing of Ketheswaran Loganathan:

Ketheshwaran Loganathan, Deputy Secretary General of the Secretariat for Coordinating the Peace Process (SCOPP) of Sri Lanka was gunned down at his home on Saturday, 12 August, late in the evening by members of the pistol group of the LTTE. Mr. Loganathan was a prominent Tamil political activist and an intellectual with a long history of commitment to peace in Sri Lanka.

Mr. Logan than joined SCOPP as its Deputy Secretary General in March this year, resigning from his post as Director of the Centre for Policy Alternatives (CPA) and Head of its Conflict & Peace Analysis Unit. He had wide experience in research and analysis as well as communications and journalism. Since the appointment of the All Party Representative Committee (APRC) in July this year, Mr. Loganathan played a pivotal role as the Secretary to the All Party Representative Committee (APRC) providing vital secretariat support to the deliberations of this committee. He had a strong belief that the national question must be resolved through negotiations.

The LTTE felt threatened by the deliberations of the APRC and the efforts of the government to formulate a permanent settlement to the national question. The LTTE are known to have on several occasions threatened Tamil representatives on the APRC in an effort to cripple the process. The assassination of Mr. Loganathan, a key Government official in the APRC process is reminiscent to the assassination of Dr. Neelan Thiruchelvam, a co-architect of the 1995 constitutional reform proposals. It is also symbolic that Mr. Loganthan was assassinated on 12 August, one year to the date of the assassination of the late Hon. Lakshman Kadiragamar.

Kethesh was also engaged in Tamil politics from 1983 –1995 as a member of the Eelam People’s Liberation Front and was a member of the Tamil delegation at the Thimpu peace talks in 1985. He continued to be engaged in proximity talks leading to the Indo-Lanka Accords and also made representations to the Managala Moonesinghe Parliamentary Select Committee on behalf of the EPRLF. He withdrew from Tamil politics and the EPRLF in 1995.

Mr. Loganathan had a Bachelor’s degree in Business Administration from Georgetown University, Washington DC and a MA in Development Studies from the Institute of Social Studies, The Hague in the Netherlands.

The government of Sri Lanka unreservedly condemns this brutal assassination of Ketheshwaran Loganathan, DSG of SCOPP and expresses its condolences to his wife Bhavani.

The only sin committed by Kethesh, the gentle intellectual, was to be a Tamil dissident voice which challenged the sole representative status of the LTTE.
