RSI, PC arrested for death of domestic

The Peliyagoda police have arrested a reserve sub inspector and a police constable for allegedly assaulting to death a domestic servant accusing him of stealing a cellular phone from the household of a former OIC at Wanawasala where he was working.

Superintendent of Police M.W. Somapala said following the loss of the phone the two suspects had arrested the victim who was hospitalised the next day and died the following day.

JMO G.E.B. Abeysinghe said the victim had been assaulted with a blunt weapon and some of his bones were broken.

The victim’s sister had said that the two policemen had assaulted her brother in front of her at their house.

Death due to blows while in police custody, suspects SP

An incident of an alleged killing of a suspect while under police custody was reported from Peliyagoda police station.

The Superintendent of Police who was appointed by the DIG to investigate into the matter informed the Colombo Magistrate that there was high suspicion that the death of the suspect who was arrested in connection with a theft of a cordless phone was due to the fatal injuries he had received while he was under police custody.

Superintendent M.M.T.B. Marasinghe of Negombo police who was conducting investigations into the death of Hettiarachchige Abeysiri alias Ranjith who had succumbed to injuries due to blows he had received from a blunt weapon according to the JMO report, gave evidence before Colombo Additional Magistrate Mohammed Irshadeen.

The two suspect police officers, Sub Inspector K.L.A. Chaminda Kumara attached to crime unit of Peliyagoda police station, and police constable Anura Dharmapriya Weerawardena were produced before court and were remanded till July 28.

SP Marasinghe had initiated investigations following the direction by the DIG (Western Province-North) Asoka Wijethilake who had received a complaint that the man had died during the police assault.

The SP informed court that according to the investigation, Abeysiri was arrested by Peliyagoda police following a complaint by Ms. Nirosha Ratnayake of Wanawasala Kelaniya. Ms. Ratnayake had complained about the loss of a Rs 75,000 worth cordless phone which was at her home. The two police officers had arrested Abeysiri who was the houseboy of Ms. Ratnayake.

Interrogated by the police, the man had first denied the allegation but later had accepted. First he had stated that he had hidden the phone at the complainant’s house itself but when a search was made, the phone was not found. Later he had stated that he kept the phone somewhere else.

The two police officers had taken him to find the phone and on their way at Wanawasala he had allegedly tried to escape. At this stage the police had assaulted him with poles. The deceased had got seriously ill and had been rushed to the National Hospital. On the way Abeysiri had died.

The Assistant Judicial Medical Officer A.B. Abeysinghe who had conducted the post-mortem examination held that death was due to internal haemorrhage resulting from assault with a blunt weapon.

SP Marasinghe informed court that there was suspicion that death was caused due to the assaults the victim had received while he was under police custody. He asked court to remand the suspects.

At this stage, the counsel appearing for the two suspects informed court that there were threats to the lives of the two suspects in the prison as there were other suspects arrested by them. The counsel asked court to provide them special security and keep them away from other detainees.

The Additional Magistrate ordered to remand the two suspects till July 28 and directed the prison superintendent to provide them with special security.
