Mavil Aru compensation fraud: JVP accuses Minister

The JVP yesterday alleged that Agrarian Services Minister S.M.Chandrasena should be held responsible for the alleged fraud of nearly nine million rupees in the payment of compensation to Mavil Aru farmers.

Party frontliner Anura Kumara Dissanayake told a news conference in the Parliament Complex that 132 fake applications had been compiled allegedly at the Agricultural and Agrarian Service Insurance Board to obtain these monies as compensation.

He charged that Mr. Chandrasena as the subject Minister had instructed Board Chairman Namal Ratnayake to pay the compensation in cash violating financial regulations.

“In this case, there is clear evidence of a fraud. The government has to carry out all its payments in crossed cheques payable for the accounts of recipients. The Ministry Secretary concerned is the sole authority in dealing with financial transactions.

How can the Minister instruct to make payments in cash under these circumstances?” Mr. Dissanayake asked requesting the CID to question Minister Chandrasena and scrutinize his bank accounts immediately.

“There were only 2918 affected farmers according to the Cabinet paper. But, vouchers numbered 2919 and 2920 had been issued. All cheque transactions had taken place in the Nugegoda Branch of the People’s Bank for these extra vouchers,” he charged.

The JVP said though they asked for an adjournment debate on the financial misappropriation in Parliament yesterday, the government had not agreed.
