Top Presidential Advisor connected to LTTE

President Chandrika Kumaratunga's advisor on the peace process is Ram
Manikkalingam whose brother in law is the advisor to LTTE leader Vellupillai Prabhakaran. Manikkalingams, sister is married to Prabhakarans advisor Prof Sornalingam of Singapore who drafted the LTTE's ISGA proposal. The professor was taken to Geneva and other parts of Europe by LTTE's Political Wing leader, Thamil Chelavm as a member of the Tiger delegation at the time LTTE was preparing the ISGA proposals. In addition Ram Manikkalingam's cousin Manikkasothy is a strong LTTE activist.

Manikkalingam who attended a conference on terrorism in Madrid recently, as a representative of the Government of Sri Lanka is known to have said at the conference that the world must talk to suicide bombers and terrorist, without alerting the conference on the threat of the air power acquired by the LTTE in recent times.

A top Defence analyst told The Island that Manikkalingams position as
advisor on peace process to the President shows that there is a clear
conflict of interest. He pointed out that government's recent response to
the ISGA clearly shows the connection between Manikkalingam and his close relative who is the author of LTTEs ISGA and his close relative who is a strong LTTE activist. " Does the public, the cabinet and the president
aware of these connections, Will such a person get security clearance to
work in a such a sensitive post in any other country?" the analyst
questioned. While working as Kumaratunga's advisor, Manikkalingam still
retains his post as an assistant director of the Rockefeller Foundation in
New York.
